All papers in a pending case shall be filed in the office of the clerk where the assigned judge sits. After regular business hours on weekdays, on Saturdays, Sundays and legal holidays, the clerk or court, when good cause is shown, may make arrangements to permit the filing of pleadings or other papers at locations other than the official courthouses within the district.
