All complaints submitted to the clerk for filing shall be accompanied by a summons for signature and seal. If the summons is in proper form, the clerk shall sign, seal and issue it to the plaintiff for service on the defendant. A summons, or a copy of the summons if addressed to multiple defendants, shall be provided by the plaintiff in sufficient number for each defendant to be served.
