Rule 7024-2.     Unconstitutionality, Claim of

          If within any adversary proceeding, contested matter or action to which neither the United States nor any agency, officer or employee thereof (other than the United States trustee) is a party, a party draws into question the constitutionality of an Act of Congress or any statute of any state affecting the public interest, that party shall contemporaneously file with the court a separate statement referencing the existence of such question, giving the full caption of the case, the adversary proceeding number, if any, a reference to the questioned statute sufficient for its identification and a concise summary stating the issues upon which it is claimed that the statute is unconstitutional.

          This rule is intended to facilitate compliance with 28 U.S.C. 2403 and Fed.R.Civ.P. 24.
